You waited a little too long to modernize your Quicken version, so a few extra steps may be required.
Before you do anything, you may have to modernize your computer.
Windows versions older than Windows 7 are no longer supported by Microsoft.
Quicken for Windows 2017 will not install on any Windows version older than Vista.
If your computer supports it I recommend you upgrade to Quicken 2017 for Windows.
Quicken 2017 (any feature level except Starter Edition) will be able to process your Q 2007 data file but you will have to perform a two-step intermediate conversion process. The details are outlined in this article:

If you can find older Quicken for Windows versions at reputable Internet retailers, you can also use one of those.
Because, I'd like you to show me where that EVER appears in any Quicken literature or help file.
On the contrary, almost every superuser on here discourages people from "breaking up their data file" in the name of historical transaction continuity and comparison.
If i wanted that I would just use a spreadsheet and accomplish the same thing.
You're using a 9 year old version of Quicken. You're happy with that.
Good luck.
All Quicken versions prior to QW2010 store your data in a series of files all sharing the same filename but with different extensions like - .QDF, .IDX, .QEL, .QPH and all 4 of those files were rolled into a single-file .QDF starting in 2010.
