Allow Variable Credit Card Interest Rates on Acct Details

I have a number of credit cards that are priced at Prime Rate + some percentage.  It would be really nice if the Interest Rate field on the Credit Card - Account Detail could be expressed as a Base Rate + Index Rate.  There could be multiple Index Rates which could be Named (e.g. Prime Rate, 30-day LIBOR, etc.) set on Preferences and would update the Interest Rate on the Credit Card Account Detail page.  Might even be able to download these Index Rates from somewhere.  This should flow through on the Debt Reduction Planner too.
