the new Quicken is still far behind Quicken 2007 for Mac.......when will all those features and flexibility be in the new Quicken? Still not getting my money's worth.
To help guide the priorities of the developers, I strongly highly recommend that you browse through the IDEAS section of this forum and VOTE for the request of each of the missing features to be added back into Quicken for Mac....to help direct the priorities of the developers.

All questions can be answered. The problem is that there does not seem to be a true strategy for Quicken; why isn't a transition plan of features readily available?

Paul, what makes you think there isn't a plan? Of course there is a plan. Just because they haven't publicly communicated it -- and in so doing informed their competitors what they're working on -- doesn't mean they don't have a plan. Some of the posts here by the product manager occasionally give us a glimpse into certain things slated for the near term and other for the longer-term. In any case, I'm sure if we could peek in their office, there's a pretty clear roadmap for the next 12-18 months.
That said, they have shown they are flexible to move things up the priority list when users clamor for changes or when unexpected bugs emerge. So the roadmap is a guide; what's on it for the next couple months is probably pretty solid, while things farther in the future are what's envisioned but are far from absolute. And as with all software development, time estimates are imperfect; what is originally envisioned as a 3-week project might turn out to take double that, or more, if unexpected complexities, interactions or performance issues arise. And testing can be planned for 2 weeks, but end up taking much longer if problems are repeatedly found. (Not to mention unexpected events, such as the separation from Intuit, which required thousands of hours of work to develop back-end services formerly provided by Intuit, some of which is complete and some of which is ongoing.)
Sometimes the road doesn't seem straightforward to us as users, because what they work on at any time depends on which aspects of the program need to be modified and which developers are available to work on different projects. Some features require only user interface design work. Some require changes to the core database. Some require integration with cloud services or the mobile app, different teams at Quicken. (That's why, for instance, some highly requested features for budgets have been on hold for a long time, because the mobile app needed to be re-worked to handle budgets better, and the Mac team didn't want to make changes to the Mac product that they'd need to re-work once the mobile changes were complete.)
Now, to answer your original question -- because it's easy to answer: never. They will never implement 100% of the features of Quicken 2007. There are some features in that product that very few people use, or that have no use in the new program, or that they feel they've implemented in a new, better way. Now, I say that with a wink, because that applies to a small percentage of Quicken 2007 features. The company president and product manager have clearly stated a goal of achieving feature parity with Quicken for Windows (which generally had the same or more features than Quicken 2007 for Mac). But it illustrates one of their principles in development, which is not to simply aim to build a modern copy of Quicken 2007, but to rethink each feature and need as they go along to see if there's a better way to do it than was developed 20 years ago. This is why voting for Idea posts on this forum is useful, because it's a way to give developers insights into features users want or users miss that they may have perceived differently in their planning.
Finally: we all use Quicken differently. Some users have all they need int he current Quicken 2018 product, while others of us are missing functionality we hope to see added. And they've been attacking those areas and adding features, albeit more slowly than we (or they) would want. But one person's top priority is another person's "who cares? why are they working on that?!" The features I most miss from Quicken 2007 might be quite different from those you are looking for. That's why some people continue to use Quicken 2007, while others use the new Quicken with varying degrees of satisfaction.

Hi All, I'm continuing to work with GetSat to do something more about this issue--unfortunately, due to the limitations of the platform, things like moderating posts before their added, creating pop-ups, and flagging are not currently available. We are continually sending cease and desist letters to companies that claim to be Quicken Support or who use our product images and logos, but all they have to do is drop a tiny disclaimer that they're not affiliated with Quicken in order to get around this. Most of these scammers are also in foreign countries, which further complicates things.
I've updated our introductory community email and banner to call out that quicken.com/support is the only official support, and to beware of scammers, but these scammers won't be going away any time soon. We need to be able to change the platform in order for this to happen--
