There's a "ditto" feature you can use to copy the Bill to address into the Ship to address. After entering the Bill to Address tab into the Ship to Address and press the quote key ' to copy Bill To into Ship To fields.
If you are asking about the need to store both Bill To and Ship To addresses in the Address Book because they're different ... you are correct. That does indeed seem to be a missing feature.
I'm hoping for a moderator to see this post and change it from a "Problem" to an "Idea".
Ideas are supposed to be brought to the attention of the programmers for consideration in a future update in Quicken.0 -

I'm a programmer myself, and I know it would be a simple thing to add the Ship To address to the record. But it seems that Quicken is not as user-conscious as they claim to be. I've been asking for this ever since the ownership changed hands, and I was assured that they would address it. I guess they're just too busy to care about my request.
As confirmed by UKR, this feature is not currently available however I agree and do think it would be an invaluable addition to the Business tools in Quicken. I have gone ahead and changed this post from a Problem to an "Idea" thread instead.
The Idea threads are reviewed directly by Development for insight on future features and functionality in Quicken that is being requested by our Users. Each Idea can be "voted" on by other members of the Community and the more votes an Idea receives, the higher it is prioritized for possible implementation in a future release.

Yes, I still think that this would be an enhancement worth having. There are situations where one needs both a Bill To and a Ship To address. Storing the Ship to address in the Address Book, together with the Bill To (Payee name) address would improve the invoicing process.I vote for this Idea to be forwarded to the programmers for consideration.0

Still needed for all those users who need to ship to an address different from the customer's Bill-to address. When dealing with large companies, this is usually standard procedure: a receiving warehouse address and an address for the Accounting department to pay the invoice.
Need to be able to have both combined into one Address Book record.

Looks like the programmers implemented this Idea in US Release R 44.20Give it a spin and let us know what you think.

Okay, that works if you haven't modified the form. I couldn't see the drop down next to "Ship To" on mine, I guess because I edited my "Invoice Default" years ago (I mean, like 20 years or more). When I created a whole new invoice layout it worked. Here's how:
Open up new invoice > Layout(top right) > Customize > Layout (top left) > New > Use new name such as "Invoice1" or anything you like > Save > close window.
Now you're all set so long as that invoice layout is selected (don't know how to set as default layout, mine is old and without the dropdown where the Ship To field is).
Also, very important, make sure you edit that customer in the Address Book Record and be sure to add another address on the last tab, which is Ship-To.0
