How can I download quicken backup file to my computer?

My computer had a fatal error and I had to restore to factory settings. I could not get to any files to back up my quicken file. I do have it back up to Quicken online. Is there any way to download the info from Quicken online?

    There's no such thing as "Quicken Online".

    If you were previously using the Quicken Mobile app on your smartphone, the Sync file used by this process cannot be used to restore a lost Quicken data file.

    So, unless you created backups of your data (everything ... Documents, Pictures, etc. and the Quicken data files) to external storage media (USB device) or a cloud backup service (MS OneDrive, Dropbox, etc.) you will be starting from scratch.
    Restoring from USB or a cloud backup service depends on what you used. More details, please.
