Costco Citibank card will not sync, will not deactivate on Quicken 2017 for Windows7

With the recent problems syncing with Costco Citibank, one found solution is to link the card to Citi Cards instead of Citibank. Unfortunately when I try to deactivate the account so I can reconnect to the Citi Cards, it simply won't deactivate. No error message. Any help?
