Quicken 2019 One Step Update Freezes
I recently purchased Quicken Canada 2019 H&B (version R15.24) upgrading from Quicken 2015.
When I try to run One Step Update only to update stock prices and currency information, the application crashes. I have to use Task Manager to kill Quicken.
Disappointing on a new purchase.

That's because you have system instability.
What I do every 6 months is backup my data - or just keep your data on an external hard drive.
Wipe out the hard drives including the disk partitions (make sure you unplug your external data drive so you don't delete by accident!)- you really do not want anything lurking left over.
Install Windows on the newly created partition, run windows update to be all up to date and then before you install any other application, install Quicken 2019 and Check for updates.
That really should do it.
Runs great on mine! Barring a hardware related problem you should be good to go
Then update windows, then restore your data, then install and update quicken.
It works for me so it should work for you.
If you have trouble understanding how to delete a hard disk partition, FORMAT the partitions and reinstall windows, then you gotta ask someone who knows how to do it like a computer repair place.
Am I understanding you correctly in that you backup and rebuild your system every 6 months so that Quicken works properly? I find that pretty time consuming and onerous for most people.
I understand what you are saying about rebuilding the partition and OS from scratch. Everything works better on a clean build. I used to do it all the time in Win NT and Win XP. I didn't mind doing that when I had more time to do so. As a new parent, that's just not on the radar for me at this time and I would only use this a a last resort. I thought of trying some of the other suggestions first as it wouldn't require an entire rebuild of my system.

It is always best to run an application on a clean system. If the application in question runs without error on the clean system, then that means that your current system has a problem.
Then you can proceed to take further steps - such as - Trying with a new Quicken File, deleting your cloud data or resetting.
Obviously, smaller tasks such as creating a new Quicken file should be tried first because it is a 2 minute job.
But when you start exceeding more time investigating the problem than it would have taken to resolve by reinstalling everything, then you are wasting time.
Another point to mention. A new version of Windows appears every 6 months now.
I'm not saying that after 6 months wipe out everything and install the new version. It is usually still buggy but after a year, it would be a good move and it keeps your computer smelling lemony fresh
Windows simply corrupts over time with each uninstall as the uninstaller doesn't wipe out everything it did during install.
Eventually, Windows gets to such a compromised state that in order to get full functionality from it again, you have no choice but to reinstall.
But hey to each his own. I am a bit of a perfectionist. I like a clean running machine - everything has to work.
Also check Help>About Quicken and hold down the Ctrl key while doing it. Check the Securities/Max Ref line for numbers that don't match by a wide margin.
