That entirely depends upon how many people are in line in front of you ... and how complicated their issues are.

Premiere support simply adds you to the "Premiere line".  It's the same support techs as regular support.   AND, if there are many Premiere calls at the same time, you STILL might have a substantial wait.

? How Quicken handles it is unknown but it does get you front-of-the-line support but as @NotACPA points out, there is no telling how much of an advantage it creates. 

And premium support is available for all active subscription users for the first year, regardless year of purchase (some users only recently still purchased QM2018 subscriptions, which incidentally is no different than 2019 ;-) ).

I am planning on probably getting Quicken for Mac 2019, Deluxe. I don't need the billpay option from Premiere because I already have that with my bank. I wanted opinions as to whether it is worth getting the premiere support.
