Why are transactions not posting into accounts?

I run the One Step Update, the process appears to work fine without any errors.  The message at completion is 6 accounts updated, 0 transactions.  There are transactions but not being pulled by quicken.  Is something turned off

    I had to reinstall Quicken, now I can see the downloaded transactions
