Quicken Starter Edition

Is there any way to enter income and expenses without entering online financial account information?  We don't want Quicken to monitor our account balances, we just want to track income and expenses ...

You can run Quicken in a completely manual mode if you want to, entering everything via the keyboard.
NOTE: Subscription Starter Edition goes into a completely READ-ONLY mode if the subscription expires, so you do not want to purchase SE, buy Deluxe instead.

When you add accounts to Quicken, add them as "manual accounts" instead of connecting them to the bank for transaction downloading.
Select "Advanced Setup" or "Manual Account" when you get to this screen instead of entering the bank's name:
On the next screen select "I want to enter transactions manually" and follow the rest of the prompts to set up your account.

Well... depending upon how paranoid you are, Quicken doesn't actually "monitor" your banking info.... Depending upon which banks or brokerages you have accounts with, you can download transactions directly from those institutions.  It all depends on the institution and if they have committed to a "direct connect" or just a "web connect" solution.  Either way... the transactions are flowing from the bank to you -

If you're going to do things manually, do NOT buy the subscription version at all.  Buy 2017, 16 or a used copy of something older.

When the subscription version expires, it will have a nag screen that takes up enough space that others are complaining about it.  The older versions don't have that.

You can get a bargain on 2017 if you shop carefully.
