Quicken 2016 for Mac - MUST upgrade to 2019 AND subscription?

I am being warned by pop-ups that I will not be able to continue using Q2016 (Mac, btw) after April 30 (If I want Bill pay etc.)
Is subscription the only option?
I bought but never yet installed, Q2017. Can I use that and stay off subscription?

Yes, subscription is the only option. You can install Q2017 and continue for an additional year, 4/2020. After that, if you want the ability to use online connectivity, you will need to migrate to the subscription version.

I have been using Quicken for two decades. I continued despite all the failures and lack of support for Mac etc. I am glad that it seems I can finally rely on the product again.
