Can't Syncronize with Bank

I am traveling for 3 months... I installed the software and files on a surface pro and tested it before I left US. Now I am in Amsterdam and it asks me for my vault password and then it keeps asking me for the quicken account password and says successful but then keeps asking me again and again. Then it says the server is not available and to try later.
Really xcan't wait 3 months to reconcile all my charges... WQhat is going on....
Is Quicken not an international company?????
