Blank Window After Sign-In [Edited]

I'm having issues with Quicken, setting up new account and data files, after having to reset my computer. I'm getting to the splash screen where I can log into my Quicken account, however, when I click to log in, the screen goes to white. I'm running Windows 10 Pro Insider Preview, Version 1903, installed on June 23, 2019, OS Build 18922.1000. Quicken will open, however, it will not let me set up new files. The version of Quicken 2019 is R19.44, Build 27.119.44. Can you help me with this issue?
