Have downloaded the app and it keeps "refreshing" forever

Have not been able to use Quicken mobile since 2017 update. Gave up a long time ago. I am trying to get it started back up and everything worked until the app says it is "refreshing" -- it has been going 20 minutes and nothing,

    What OS world for your tablet / phone - Apple or Android or ?
    How old is the device and it's Operating System ?
    What was the problem back in 2017 ?
    Also - corrected the topic.... as you "downloaded" the Quicken for Mobile App
