"File: Open Quicken File" is what the above should say.

I have 3 quicken data files. I can use the one I am in, but I cannot switch to go to one of the other ones. Quicken just crashes.

Don't switch to open the broken file.
Select File / File Operations / Validate as outlined in the link given to you by @Sherlock .
At the top of the Validate menu you'll find a line with the currently open file name. Click the Browse button to select the name of the broken data file and proceed with Validate.
If Quicken crashes during Validate or gives you serious file damage error messages, restore this data file from an Automatic or Manual Backup taken prior to the problem first showing itself. If you can open the restored file without crashing, validate the restored file.
