How do you schedule a transaction that occurs on the 3rd Wednesday of the month? (Q Mac)

This changes somewhat in v5.12 which is in staged release. I will answer for that version on the assumption that if you still have 5.11, you will have 5.12 very soon.

Right click on a transaction and choose Schedule Selected Transaction. In the window that comes up, choose eBill or Other Bill or Income (the latter for transactions that are not electronically linked). 

Enter the Transaction Details and click Next to go to the reminder schedule. Choose Frequency: Monthly. Click the little disclosure triangle to the left of "Starting". Change "On the" to "3rd Wednesday". You are all set.
