Logon to Quicken after upgrade to 21.16 [edited]

Updated from R20.15 to R21.16, then started Quicken. After entering my local password for Quicken file, I was forced to enter Quicken account logon. I got a popup screen on Quicken's home page with my email and wanted my password, after I entered it, I was allowed to continue in Quicken. I never use any online features or banking, why was I forced to go through this process, never had happen before updating from R20.15 to R21.16 So far it hasn't displayed that popup again.
