Update balance / reconcile

I began a new account and when I try to reconcile all it keeps saying is update balance. I want to reconcile with paper statements. I did not have this issue with past accounts in the same quicken.
I am using quicken 17 deluxe

    The "Reconcile using online balance" setting needs to be disabled/unchecked under Account>Edit>Online Services.

    The next time you reconcile the account will trigger "use paper or online balance?".

    I don't have anything showing reconcile using online balance. I do not have it connected to our bank. Any other suggestions?
