Quicken cannot open the data file because it is in use by some other application

Quicken 2013 (Windows 10) worked fine right after a reboot. If I closed Quicken then tried to reopen, I would get the error "Quicken cannot open the data file because it is in use by some other application"
For me I solved this by changing the extension of the C:\ProgramData\Intuit\Quicken\Config\FILIST.QFI file. Then relaunching Quicken worked.
