Adding State Farm credit card account

When I attempt to add my State Farm Visa account in Quicken 2017 Home & Business i receive the error "sorry we encountered an error (it's not your fault)" when using my SF user name/password & if I opt for manually downloading the ofx file when I attempt to load it I get the error: "Quicken is unable to complete your request. [OL-221-B]"
I contacted State Farm support & they told me to contact Quicken, this is link was on the help page.

    To add all my other banking & credit card accounts connect & update fine so this is not a network issue.

    My list of supported banks shows 3 entries with "State Farm". To add the credit card, which of the three names are you using to connect to? #1 or #3?
    How new is the account? Have you had at least 1 statement or 1 transaction since you got the card?
    Some banks require that you "allow third party access" to your accounts before Quicken can download. That is normally done via the website or the bank's support center.

    I tried both #1 & 3 with the same result, the account is brand new, I just used today to pay my insurance with them yesterday,. I thought this might be why I'm having this problem as I don't see any way to allow third party access on their help page nor was it mentioned when I called State Farm support.

    If it's a totally brand new account, give it a few days for the transaction to be processed and to become available for downloading from the server.

    If, after a day or two it still doesn't work, I'd say it's time to call Quicken Support on the phone and request help.  Let them do a screen share session with you to review a download log file on your computer, to determine the nature of the problem and to figure out how to fix it.
