quicken 2019 and windows 10 home installs successfully but fails to start

recently installed quicken 2019 on windows 10 home successfully.
windows 10 home is NOT in S mode
quicken starts to load with splash screen and then the larger windows.
it then goes to an error section where it has compiled a couple of files for sending back to support (also asking for my email and what was happening when it failed to start)
xml and text files do not indicate anything around the error.

this quicken 2019 installs and runs successfully on a Windows 7 laptop
