How can I set up Quicken to record a payment I make monthly electronically? I used to be able to do it throught manage bills

    If all you want to do is record the monthly payment, I suggest you use a manual bill reminder:  press Ctrl + J, select Add > Bill > Manual Bill   If you have already entered the monthly payment transaction in a register, you may use the transaction as a template: right-click on the transaction and select Add reminder.

    I want it to automatically deduct the amount of the e-transaction in quicken each month on the date the payment it made electronically

    If you want Quicken to issue the online payment, I suggest you review the built-in documentation: press F1
