Online Center keeping me from paying bills

When I call down the online center the only thing available is a Transaction Tab.
The payment tab and the other tabs are missing.
Can anyone explain how I get the other Tab's back?

    Please provide the year and version of Quicken being used: select Help > About Quicken

    Have you selected the appropriate financial institution and account?
