Checking status on a payment that has been processed or cleared causes phantom payment to send

When clicking "Status" on a payment in the checking account register and "Update Now", after the update takes place Bills and Income tab shows 1 Payment to send, yet there are no payments pending nor sent if a One Step Update is performed. After the One Step Update, the account still shows a payment to be sent. The "Phantom" payment does not go away even if other scheduled payments are sent through the One Step Update. This has been a recurring issue for over a year, but did not know the cause until this week. Eventually the "Phantom" payment will go away after 3 to 6 weeks.
