Internet connection error SSL_VERSION-OR-CIPHER-MISMATCH

This question has already been asked and answered, but it didn't fix my problem. The only difference to the question environment is that I've had to reinstall Win 10 Pro and all my software. The answer given was to check if TLS 1.2 is checked. It is, but Quicken still won't start.
