Will I be able to open my data file if I downgrade my version? If so, will I lose anything?

What product year of H&B do you have?  What product year of Deluxe are you going to?
Because, depending upon your answers, there MIGHT be no file conversion involved.
Whether a conversion is needed or not, what will happen is that you'll lose ALL of the H&B specific functions and all of your H&B specific accounts will be converted to regular Q accounts ... but no data will be lost.

I currently have 2017. I am told it is going EOL next year so I am being pushed to the subscription model.

QW2017 uses the same file format as Q Subscription ... so no data conversion needed.
And, by EOL if you mean that all ability to download into QW2017 will end ... you're correct.
