Error when trying to download E*TRADE brokerage account info

When I try to download from my E*TRADE brokerage accounts, I get the message "Quicken is unable to complete your request as the request was invalid." I have R23.17, and have been getting this message for about 1 week.

Hello, E*Trade has been returning a server connection issue for 3 days now... What is going on with Quicken and E*Trade updates? How do i resolve this. Reset fails as well...0

I have been getting this error the last several days. " OL-295-A Your financial institution has rejected this transaction. For more information contact your financial institution."
I have never had this issue before with E*Trade.

And the funny thing is ... E*Trade investment accounts download fine for me ...I'm on Q 2020 for Windows, R 23.17
If you haven't rebooted Windows since you installed the latest software update, please do so now and then try Quicken again.
