Merge Memorized Payees and Address Book

I was having a real problem with Quicken auto-completing the payee on checks I was writing. I scrubbed the Memorized Payee list, but the problem continued. Then I looked into the Address Book. The offending payee was in that list.

It's very confusing to have two separate lists for payees. Why not consolidate them?
