How to start & access Quicken when offline

I want to be able to access Quicken for Windows in offline mode, but was unable to do that as Quicken would not start when there was no internet access. This is not good. What are my options?

    What happens when you attempt to start Quicken - clicking on the desktop icon  ?
    Usually Quicken wants to contact the mothership for a variety of reasons, and being offline makes it stall - but eventually gives up and presents the Home screen -

    Disable your computer's network devices,


    Not having a network connection is not enough, they need to be disabled, then Quicken will start as expected.
