I received OL220-A error several weeks ago - scheduled payments were not processed

After several weeks of retrying after the OL220-A error told me to, I contacted BoA, they had me exit Quicken - restart PC and reenter Quicken. Now the payments are still hung, but can't process. Error - payment has been rejected - it is too late to make this payment.
Cannot delete the payments, "it is too late to cancel the payment"
How do I get this fixed?

    Please see the information and follow the steps outlined here to delete the Online Payment in Quicken.
