New Bill Manager: Bank or Transaction service?

I have just learned that the current Quicken Bill Pay works as follows: Payment is made from a Quicken Bill Pay bank account; payment is then "reimbursed" by drafting the Payment Account (user's bank). That is engaging a third party institution other than the user's bank and the biller's bank. I am going to call this the "Third bank" bill pay.

That function is contrasted with a bill pay SERVICE that executes a draft on the user's account on the user's behalf and makes the payment directly to the biller.

Please advise whether Quicken Bill Manager will be a "Third bank" or a "Service."
