Cloud sync error code "illegal transaction"

When I attempt this solution ... the RESET YOUR CLOUD DATA link is not visible and cannot CLICK

To reset the cloud see the steps below:
Go to Edit > Preferences > Quicken ID, Mobile & Alerts.
Click Reset your cloud data.

Any help to get over this "illegal transaction" cloud sync issue is most appreciated.

    I suggest you reset the Quicken ID associated with the data file:
    1. Select Edit > Preferences...
    2. Select Quicken ID, Sync & Alerts
    3. Select Sign in as a different user
    4. Enter yes
    5. Select Sign Out
    6. Sign in with your Quicken ID
    If the issue persists and you're still not able to reset your cloud data, I suggest you delete the data set associated with the data file.  You may need to create a temporary data file: https://www.quicken.com/support/how-edit-or-delete-your-cloud-datasets-quicken-windows
