Payee not downloading correctly

A new credit union account in a different state is downloading the same mistakes that took place with a different credit union account, Why? The Payee and Category should not be listed incorrectly. A deposit should not be categorized as "Bills & Utilities: Utilities". I do not blame the new credit union, I blame Quicken!
