Unable to Update Biller

I have been getting this error message when trying to set up an online bill with Military Star in the new Bill Manager. I have been trying for two weeks and continue to get the same error.

    Thank you for taking the time to visit the Community to post your issue, although I apologize that you haven't received a response.

    If you haven't done so already, please try signing out and signing back into the Quicken program.
    1. Go to Edit > Preferences > Quicken ID syncing and alerts
    2. Click sign in as a different user
    3. Type "yes" to sign out
    4. After you sign out, sign back in with the same Quicken ID
    Please let me know if you still see this message after completing this step.

    Hi Tyka, I tried that and I am getting the same error message. I also verified my username and password by logging into the biller's webpage.
