Thank you for reaching out on the community and telling us about your issue. Has this issue been happening for a while or is it a recent issue? Could you check which version of quicken you're running as well? If you go up into the top left click on quicken -> About quicken. Do the blue dots show up when there are new transactions downloaded still or are those also not showing up? Could you by chance take a screenshot as well when this happens. Once you get a chance to respond we'll see what we can do to fix the issue.
