Quicken Starter

I have to Migrate from Quicken 2017 to something subscription based. I only download transactions (no bill pay, no budget, no asset/loan/financial tracking or management). Can I use Starter? Will I be able to still download transactions (it's not clear online, but I assume since it's a subscription). I also read online that I might be locked out of my data with Starter, but online it says I would always have access to my data. Which is true?

Yes, you can download transactions with Starter, but only if the subscription is active.

I think this will answer your question about data access:

Note that the Starter edition becomes read only. But if you are going to keep your subscription active to provide download ability, then it's a moot point.

Starter does not do Investment accounts in case that might be an issue.
Shop around for the best $/month price at Amazon, the big box stores, Quicken.com, etc, doesn't matter where you get it, it is all the same.

A "fine point" here, would be the definition of "locked out".  As in is "read-only" the same as "locked out".  I wouldn't doubt that Quicken Inc would say that it isn't.  You can still "get at your data", you just can't change it.  I know a lot of people would disagree on this point, but I think that is what Quicken Inc would stand on.
