Yes you can use any browser to access the web portal. However, the portal is just a view of the desktop data file which is required.

Yes, but note that Quicken Web isn't a substitute for Quicken Desktop, which has to be run on a Windows or Mac machines. Quicken Web is a partial copy of the data file on Quicken Desktop, which is synced to the "Quicken Cloud account" where Quicken Web gets its data.
