Rollover Budgets Not Syncing Correctly

Hey all, I'm not quite sure the best way to report bugs for Quicken mobile and web so figured I'd make a post on here and hopefully the moderators will see. If anybody has insight into the best way to report a bug then please let me know. I really want Quicken mobile and web to work well but right now it's really lacking.

This issue I just noticed was the Quicken on the Web does not sync rollover budgets correctly if I have manually adjusted the rollover amount on the desktop. It will only sync the calculated amount spent from the previous month even if I have manually adjusted the rollover.
