If this just started happening - it is likely because you are using Quicken 2017 and Quicken's support for that product expired on April 30, 2020 - see this notice https://www.quicken.com/support/quicken-discontinuation-policy
Your options include 1) upgrading to Quicken subscription or 2) continue to use Quicken 2017 without the ability to download transactions, balances, security prices, etc., and without Quicken supporting the product.
