    What I would do is switch from the error prone Express Web Connect to Direct Connect.  You do that by deactivating the account(s) for downloading and reactivate but use the financial institution of "Citi Cards" instead "Citibank".

    Note that when you first switch over you will get about 30 days of duplicate transactions because of the change in unique Ids.  But after that it should give you a lot less problems.
