HTTP Status 403 Forbidden

I have been having difficulty downloading my Online Banking (RBC) to reconcile my Quicken account for months. Today I received HTTP Status 403 Forbidden, which I understand to mean I am permanently locked out. (Removed)  I just renewed my subscription!

    MUCH more info needed.
You received a 403 from what URL?
And which RBC are you talking about?  The Canadian Bank?  Or it's US subsidiary?
Lastly, what Q product are you running, and what BUILD of that product?  Do HELP, About Quicken for this info.

Thank you. I believe the URL was a pop-up screen from Quicken.
    Yes, Canadian RBC.
Product is old... with online updates since... 2016?
    Build 27.1.25.24
I thank you for your time. I was able to get in directly thru my web browser, thank goodness, BUT, I have ALWAYS gotten thru to RBC from Quicken directly, and could not this time.
Can set this aside for now, until next month.
    Cheers

Build 27.1.25.24 is the most recent/current release of Q Canada.
But without that URL, there's not much more that can be done to assist you.
SO, could you try downloading just that account, again,  to see if the error repeats?
