Why is Quicken charging new customers less to purchase a version of Quicken Windows? [edited]

Why is Quicken charging new customers less to purchase a version of Quicken Windows, than they charge existing customers to renew Quicken Windows? Seems like it ought to be the other way around. Assuming that Quicken actually values existing customers. Their pricing strategy indicates otherwise.

    If you search around, at WalMart, Costco, eBay, etc. you can almost ALWAYS find Q at a better price than Q itself offers ... and frequently for a longer subscription period also.
