One Step Update not working

One Step Update shows X transactions downloaded, but doesn't update, although I can download and update manually. Number X keeps increasing, no longer goes to zero.

I'll be watching how new transactions are handled. But can you tell me where Quicken is getting the count of 'new' downloaded transactions, and why it doesn't go to zero? Does it have to do with my doing some manual downloading?=
