That is at the heart of the issue...what is considered "most users"?! Many times "most users" leaves out a very large crowd of already existing users that are dependent on the full implementation of a feature...this has been demonstrated over and over again in this forum.
Then it leaves the remaining users (smaller "majority"?) to have to fight to try to get the extra part of a feature, with a "smaller" voice.
The fact is that sometimes the extra effort to put in the extra option is actually NOT significant but does create a significant amount of ill-will that is often unnecessary, as it really does not save much.
Often times it seems like a false economy of resources.
