Http-400 Sync error

I continually get the following error when attempting to sync to the cloud:
"Quicken encountered a client-side error while syncing your data [HTTP-400]. Try again later. If the error persists, contact Quicken Support."
I am able to download transactions but am not able to upload any data to the cloud. When I first installed the program, it uploaded, but hasn't ever since. In fact, now when I sign into Quicken.com, all the accounts & transactions that initially synced have disappeared. It now says "No synced financial accounts"

I have ensured that all "Use TLS 1.0, 1.1, 1.2" have checkmarks.
Unchecked all "Use SSL x.x"
Clicked the Contents tab and clicked the "Clear SSL state" button.
Clicked Apply, then OK.
Restarted Quicken
I have added qw.exe to the apps allowed through my firewall.
I still get the error. :/

But have you contacted Quicken Support? https://www.quicken.com/support#contact-supportWith your permission, they can VIEW (but not touch) what's happening on your computer.

I reset the cloud data and even though I still get the error, it does appear my files are syncing.0
