To get some help, you need to describe in more detail what you setup involves and how you are using it, since there is no "server environment" that Q is designed for.
    -splasher  using Q since 1996 -  Subscription  -  Win10
-also older versions as needed for testing

Continuing @splasher's comment about "server environment" ... Q lacks the "Lock", "Commit" and "Rollback" commands that would be necessary to safely work in ANY server environment.
All you need is a single hiccup on your network connections, while writing to Q, and your Q data file is toast ... irretrievably damaged.

Now prompting for user login password
I would imagine you are talking about the Quicken Id password.

It has always been a secret of how and where Quicken caches the Quicken Id password so that you don't have to enter it every time you start Quicken, but clearly it does cache it.

Given that lots of people have complained recently about Quicken prompting for the Quicken Id password at start up even with the Subscription version clearly Quicken Inc is having problems with this.  There have even been some entries in the release notes suggesting they have tried changing things to fix it, but still people are reporting this problem, and from what I have seen the suggested workaround is to log out and back in with the same Quicken Id.
Edit -> Preferences -> Quicken ID & Cloud Accounts -> Sign in as a different user

As for needing a newer version of Quicken, well clearly if they change something on the server that requires changes in Quicken itself then yes people will have to upgrade to get rid of this.  That is the "penalty" of having a product that has an online Id like the Quicken Id, just as if Quicken Inc every goes out of business Quicken would eventually stop working.  But with that said I don't believe that is the case and hopefully the workaround above will help.

And note I don't believe this has anything to do with keeping the data file on the server, but as @NotACPA said, that isn't a supported configuration because Quicken was never designed to be used on a network or for multiple users.

Well don't know what to tell you.  I installed Quicken 2017 on a machine and even though it asked me many times for the Quicken Id and password during installing and running for the first time, it didn't ask after that.  In fact it even updated to the latest patch version of Quicken 2017 automatically.

I just realized that I used Quicken 2017 when you mentioned Quicken 2016.  So I tried it with Quicken 2016 and didn't have any problems after manually updated to the last Quicken 2016 patch release (R19.5), so that it is using the Quicken Id, not the Intuit Id.

The OP still needs to describe in more detail what his setup involves and how he are using it.
Until then, everything is speculation and guessing.

Quicken is not normally used in a multi user environment.  Are you maybe using QuickBooks?

Maybe you need to update your program?  If you have an older version, One of the SuperUsers has posted the update patches for older versions (2000 and newer) of Quicken

    Hi @""John Bennett",

Use your normal Browser, not Quicken and go tohttps://www.quicken.com/  and SIGN IN into My Account. Make sure that your Quicken User ID and password, work.
