Thank you for the information Sherlock, but I have been using Quicken for years doing transfer payments in this way, and this just started happening recently after one of the updates. It has nothing to do with matching because I don't do downloads to this specific credit card account. When I entered the payment in the checking account to transfer to the credit card account it created a double entry in the credit card account, but there is not a double entry in the checking account that the transfer came from.
