Quicken err code qcs-0400-8, invalid id 21 for parameter institutionLoginId

I'm using Q for Windows. When I sync to cloud, I always get the error above for one of my credit card accounts. I'm not using the mobile app, so the suggestions on old threads of this nature aren't applicable to me (e.g. signing out of mobile and PC, sign back in, sync, etc.).

I'm using Q Premier 2020, V R29.12, Build

Sync errors found:
[1] (severity: 3)
User message:
The account <b>"Discover Card Account Center"</b> was not synced.
Credit Card - Discover
System message:
Invalid InstitutionLoginId = 21 for AccountId = 220601644726938880
message: Invalid id 21 for parameter institutionLoginId.
err code: QCS-0400-8

    Thank you for taking the time to visit the Community to report this issue, although I apologize that you're experiencing this trouble.

    If you do not use the Mobile or Web application, I would start by disabling the sync and see if that takes care of the error message.

    Please follow the steps to navigate to the Sync Toggle: 
    1. Go to Edit
    2. Preferences
    3. Mobile & Web

    Turn this Sync OFF and close this menu. Once this has been closed, please attempt to sync once more and see if you still receive the error message.
