I have an extremely old Quicken VII file that I would like to import into Quicken for Windows under Windows 10. Can this be done?

I think your instructions are for a different product.
I take this request to move from a very old Canadian version of Quicken to the current one, whereas your instructions are from "Rental Property Manager version 2 Data" (US product, not a Canadian product).
And believe the answer to the question is that Quicken Canadian XG has to be used as a stepping stone to the latest version. That version use to be on the Quicken Canadian site (Intuit's), but those pages were lost when that site was removed.
I have this page on the subject.
