Converting to a Web Connect Online Account

I set up a new Loan Account and was connected to the Bank via Webexpress. It seemed that with WebExpress you don't get a Transaction Register which I want, so I tried to switch over to regular Web Connect which BB&T supports.
I tried using the following process https://www.quicken.com/support/how-do-i-change-bank-connection-method, but once I deactivated the Online settings, there does not seem to be a way to setup Online (the Online Tab does not display in Account Details).
Where do I go to activate Online for this account?
Why does a Transaction Register not display for a WebExpress Account.
I also tried to download a QFX file from the bank but receive error OL-221-B and the import fails. The logs are undecipherable.

If an account is setup for accepting downloads (OSU or web connect), you will not have a register.If you want a register, you need for the LOAN account to be manual where it is all done thru a reminder transaction created when you create the account.See this FAQ for how to do that: https://community.quicken.com/discussion/7164936/faq-how-do-i-convert-a-loan-account-that-automatically-downloads-transactions-to-a-manual-entry-sc
